The chapter closes with the conclusion of Paul’s argument in chs 5–8, and in fact of 1:18–8:39 (vv 31–39), affirming his confidence that nothing we may experience is capable of separating us from God’s tenacious love. This conclusion anticipates the next major section of the letter, chs 9–11, which takes on the challenge to Paul’s claims about God’s keeping power presented by the unbelief of Israel. The first section of Rom 8 (vv 1–17) offers an exposition of sanctification
